The Lincoln Memorial Reflecting Pool’s recent renovation has taken an unexpected turn, with the contractor now admitting responsibility for the damage. Atlantic Industrial Coatings, the company behind the project, has revealed that human oversight and flawed design led to the peeling and blistering of the pool’s new blue liner.
This admission contradicts earlier claims by former President Donald Trump, who had blamed vandals armed with knives or box cutters for the damage. The controversy has sparked a debate about the rush to complete the project in time for the nation’s 250th anniversary celebrations on 4 July.
Contractor’s Admission of Fault
Atlantic Industrial Coatings has acknowledged that its workers did not apply enough primer in some areas, causing the liner’s layers to separate. Additionally, the company revealed that the design called for two incompatible chemicals to be used in separate layers of the liner. The chemical on top became hotter than the material below could tolerate, leading to blistering and separation.
The company stated that combining the two products in that manner was very uncommon and they had not anticipated the reaction. This admission comes after the justice department charged several people with vandalizing the pool in early July, only to begin dismissing those cases on 31 July.
The Rush to Complete the Project
The renovation was carried out on an accelerated schedule to meet the 4 July deadline. The administration pushed to have the Reflecting Pool completed before the nation’s 250th birthday leading to what the contractor described as rushing the job.
Atlantic Industrial Coatings was awarded a $14.7m no-bid contract to repaint and waterproof the pool’s concrete floor. The approach had not previously been tested and was designed in part by the general manager of one of Trump’s golf clubs. The company has said it would repair the pool again under the project’s warranty.
The Controversy and Its Aftermath
Trump has repeatedly claimed that vandals were responsible for much of the damage, despite the contractor’s admission of fault. In a post on Truth Social, he acknowledged that the renovation had been rushed and that the contractor made mistakes, though he has not backed off his claims of vandalism.

These workers, many of whom are now being persecuted by the Trump administration, are entitled to workers’ compensation but are often too scared to apply due to their undocumented status.
