The most recent controversy unfolded during Modi’s state visit to Seychelles over the weekend. The Indian prime minister was awarded the Guardian of the Blue Horizon distinction, a newly created honor by the Seychelles government. However, the award’s legitimacy was quickly called into question due to several irregularities.

Seychelles’ Guardian of the Blue Horizon: A Hastily Created Honor

The Guardian of the Blue Horizon award, presented by Seychelles President Patrick Herminie, was created just three days before Modi’s arrival. The certificate accompanying the award was riddled with errors, including the misspelling of “Republic” as “Repubblic” and “Seychelles” as “Seycheeles”.

Adding to the controversy, the certificate was flagged as potentially AI-generated by software. The opposition Congress party was quick to criticize the situation, with politician Supriya Shrinate pointing out the haste and errors in the award’s creation. The Bharatiya Janata Party (BJP), however, defended the honor, calling it a proud moment for India.

The Seychelles foreign ministry later responded, stating that a working draft had been accidentally circulated and that an authentic and duly approved version had been issued. They maintained that the Guardian of the Blue Horizon distinction is genuine.

The Pattern of Diplomatic Honors

This incident is not isolated. Last month, during Modi’s visit to Israel, he received the Medal of the Knesset another newly created honor with no prior recipients. The medal was presented by Knesset Speaker Amir Ohana, and its creation was met with criticism from Israeli opposition lawmakers.

In 2019, Modi also became the first recipient of India’s Philip Kotler presidential award, which has not been bestowed upon any other leader since. These incidents have led to speculation about the motives behind such hastily created honors.

The Implications of Diplomatic Flattery

Critics argue that these awards are part of a pattern where foreign states understand that ceremonial flattery earns goodwill from Modi, which can translate into real outcomes. For instance, Modi’s Seychelles trip coincided with India extending significant financial assistance to the island nation.

Similarly, India’s relationship with Israel has seen substantial defense deals following Modi’s visits. While these awards may not directly buy favors, they seem to coincide with significant bilateral agreements.

The opacity surrounding these episodes has raised concerns about how Indian public money and strategic commitments are decided. With foreign and security policy heavily influenced by the Prime Minister’s Office, there is a risk that such ceremonial honors could be used as a lever by foreign governments.

As these controversies continue to unfold, they serve as a reminder of the complexities and potential pitfalls of international diplomacy. The legitimacy and timing of such honors will likely remain a topic of debate and scrutiny.
