This drastic measure is a response to the prolonged drought and Climate change that have depleted the river’s supply. The state’s two largest reservoirs, Lake Powell and Lake Mead, are at record lows, prompting federal intervention to manage the crisis.

Engineering Solutions to Water Scarcity

Max Wilson, water resources management advisor for the City of Phoenix, stands by the canal, watching the water flow. He is confident that the city is prepared for the upcoming cuts. “Arizonans have been solving water problems for our entire history, and we didn’t forget how to do that overnight,” Wilson asserts. “We’re going to do it again now.”

The CAP system, which supplies 40% of Phoenix’s water, will be hit hardest by the cuts. However, Wilson assures residents that there will be no interruption in water delivery to homes. “The cuts that we’re talking about today will not threaten water deliveries to homes,” he says. “There will never be a moment where you go into your house, you turn on your faucet and no water comes out the other side.”

To mitigate the impact of the cuts, Phoenix has invested heavily in infrastructure projects. The city’s “drought pipeline,” completed in early 2026, carries water from the south side of the city to the north, ensuring a reliable supply for over 400,000 residents. This $300 million project is just one example of the city’s commitment to securing its water future.

Diverse Water Portfolios: A Key to Survival

Phoenix’s ability to weather the Colorado River cuts is largely due to its diverse water portfolio. The city relies not only on the Colorado River but also on the Salt and Verde River system and groundwater. This diversification is a result of decades of planning and investment.

The Salt River, which flows through Phoenix, has been tamed and harnessed by a series of dams, including the Roosevelt Dam, completed in 1911. These reservoirs, which now form a chain of water storage facilities east of Phoenix, have been crucial in supporting the city’s growth and will continue to play a vital role in its water security.

In addition to the Salt and Verde Rivers, Phoenix has invested in groundwater management. The city’s sprawling nature preserve, structured around seven ponds, helps treated wastewater seep underground, replenishing the aquifer. This backup source of water is essential during times of shortage.

The Cost of Water Security

The steep costs of these infrastructure projects will ultimately be passed on to residents. In Gilbert, a town near Phoenix, water bills have doubled since 2026 as the town has fast-tracked projects to secure its water supply. Lauren Hixson, Gilbert’s water resources manager, acknowledges the challenge of communicating the need for these rate increases to residents.

“I think we did our best to get the message out ahead of time, but a lot of people aren’t paying attention until it actually takes place,” Hixson says. “Then they see the bill, and they’re like, ‘Wait, why?'” She emphasizes the importance of regular communication to avoid sudden shocks to residents.

Kathryn Sorensen, director of research at the Kyl Center for Water Policy at Arizona State University, sees higher water rates as a tool for encouraging conservation. “I’m not convinced that voluntary or even involuntary water conservation measures necessarily get you a lot of water,” she says. “What does work is a good price signal on what you pay for the water.”

Phoenix’s water department charges more for water during the summer, making residents think twice about water-intensive activities like lawn watering. This strategy has been effective, with peak summertime water use dropping by about 40% since the 1980s.

Uncertainty and the Future of Water Management

Despite the city’s preparations, uncertainty looms. Climate science indicates that the Colorado River’s reservoirs are unlikely to fill back up soon, and big reductions in demand are inevitable. The federal government has the authority to cut water for Arizona, California, and Nevada by up to 40% starting in 2028.

Water managers are facing an unpredictable future, but they are committed to finding solutions. “All those solutions are here, and we know what they are, and we’re working on implementing them,” Wilson says. “They are going to be very expensive. And ultimately, our customers are going to be the ones who have to pay that bill.”

As Arizona navigates this water crisis, the state’s resilience and innovation will be put to the test. The future of water management in the desert will require continued investment, careful planning, and a commitment to sustainability.
