Meta Advocates for Strengthened Age Verification in App Stores

In a significant move to enhance online safety for minors, Meta is engaging with the Canadian government to introduce new regulations mandating age verification at the app store level. This initiative aims to shift the responsibility for verifying users’ ages to major app store operators like Apple and Google, rather than placing the onus on individual platforms such as Facebook and Instagram.

According to Rachel Curran, the director of public policy for Meta Canada, the company has been presenting its case in discussions with both federal and provincial authorities. Curran argues that incorporating age verification into upcoming legislation focused on online safety would provide a more efficient and privacy-protective solution for determining a user’s age.

Proposed solutions for app stores

Curran elaborated that under Meta’s proposed framework, app stores would inform developers whether users are under or over the age of eighteen. This would enable applications to tailor their content and features to be age-appropriate, ensuring that young users have a safer experience online. She emphasized that parents already provide their children’s birth dates when setting up devices, linking their accounts to manage purchases and usage.

Successful models in other regions

Other regions, particularly over twenty states in the U.S., have either proposed or passed similar age verification legislation aimed at app stores. Curran noted that the precedent set in these jurisdictions demonstrates the feasibility of implementing such measures in Canada, enhancing the protection of youth on digital platforms.

Current initiatives by Meta

In addition to advocating for broader legislative changes, Meta is actively working on its internal policies. The social media giant has introduced features like teen accounts for Facebook and Instagram, which come equipped with parental controls. These accounts adhere to “PG-13” standards, restricting exposure to content that isn’t suitable for teenagers.

Moreover, Meta is exploring innovative technologies that assess a user’s age by analyzing their social interactions and the content they engage with. Despite these efforts, Curran insists that a more robust method of age verification is necessary to ensure online safety.

Government response and public advocacy

The response from the federal government regarding Meta’s proposals has been largely positive. However, there are concerns among provincial authorities about jurisdictional issues related to implementing such legislation. Recently, a coalition of child advocacy groups and medical professionals declared that the threats children face online have reached a critical level, urging the government to revive the Online Harms Act, which was initially introduced by the previous Trudeau administration but did not pass.

Calls for comprehensive legislation

Justice Minister Sean Fraser has indicated plans to introduce a bill that addresses online sexual exploitation and extortion. Furthermore, the upcoming privacy legislation from Artificial Intelligence Minister Evan Solomon may include age restrictions for AI chatbots, responding to rising concerns about their impact on children.

As these discussions unfold, advocates like Sara Austin, CEO of Children First Canada, emphasize the urgency for comprehensive measures to protect children from online dangers. Austin’s organization is spearheading a national movement to push the government to reintroduce the Online Harms Act, advocating for stronger protections against harmful content.
