Nicholas Balboa was walking his dog after midnight when he began to feel the ground start to shake.

Plumes of dust and debris quickly rose everywhere as a large section of an apartment block in Surfside, Florida, collapsed to the ground Thursday.

No one could have survived, Balboa recalled saying.

As people gathered at the front of the building, he and another man walked along the beach toward the back.

“It was eerie, quiet, calm, almost out of a horror movie.” he told CNN.

Balboa and the man followed the sound. But fortunately, Balboa was able to come across something: fingers, small ones, wriggling under the mountain of building debris and twisted metal.

“Finally, I got close enough to hear it, and he said, ‘Can you see my hand?'” Balboa explained.

“He was at that moment reaching up through the mountain of rubble. And I could see his hand and his little fingers moving.”

Balboa turned on the light on his phone to call for help and a police officer came over, he said.

Eventually more rescuers arrived.

The child, who was under a mattress and bed frame, was pulled out, he said, one of at least 35 people rescued Thursday morning; at least one person has been confirmed dead.
