The Office of the Director of National Intelligence (ODNI) is undergoing significant changes under the leadership of Bill Pulte, a Trump loyalist with no prior intelligence experience. Pulte, who took over the agency late last week, has begun firing staff, with reports indicating that hundreds of jobs are expected to be affected. This move comes as President Donald Trump has publicly expressed his desire to downsize the agency, stating that its size has been “way too high for way too long.”

The National Counterterrorism Center (NCTC) and the National Counterintelligence and Security Center (NCSC) are among the units expected to face major cuts. Sources have reported that Pulte requested a list of every employee in the office shortly after assuming his role, catching outgoing director Tulsi Gabbard off guard. The firings have raised concerns among lawmakers, who have warned of potential risks to national security.

Pulte’s appointment and the downsizing of ODNI

Bill Pulte’s appointment as acting director of national intelligence has been met with controversy due to his lack of intelligence experience. Prior to this role, Pulte served as the director of the Federal Housing Finance Agency (FHFA) and was known for launching investigations into several of Trump’s perceived political enemies. Despite the backlash, Trump has made it clear that he wants Pulte to slash jobs at the ODNI.

In an interview with The Wall Street Journal Trump stated that he wanted Pulte to “start the process” of firing ODNI personnel and cited his role as acting director as “less shackled.” The president had previously announced his intention to nominate U.S. Attorney for the Southern District of New York Jay Clayton to permanently lead the ODNI but abruptly halted the confirmation process last week.

Lawmakers express concerns over national security risks

Top Democrats on the Senate and House Intelligence Committees have expressed their concerns over the potential risks of major workforce cuts at the ODNI. In a letter to Pulte, Sen. Mark Warner and Rep. Jim Himes warned that substantial downsizing could jeopardize the mission of an organization explicitly created after 9/11 to prevent future terrorist attacks.

Former intelligence officials have also raised alarms, stating that the mass staffing reductions could jeopardize the government’s ability to detect and prevent terrorist plots. The NCTC, in particular, was set up after the Sept. 11, 2001, attacks to monitor terrorist threats and pool information from across federal agencies. The potential loss of experienced personnel could have serious implications for national security.

The lapse of Section 702 and its implications

Pulte’s appointment has also led to the lapse of Section 702 of the Foreign Intelligence Surveillance Act (FISA), which allows the federal government to collect communications of foreigners abroad without a warrant. This lapse has raised further concerns about the potential impact on intelligence-gathering capabilities.

As the situation unfolds, the intelligence community and lawmakers continue to monitor the developments closely. The workforce reductions at the ODNI, coupled with the lapse of Section 702, have sparked a debate about the balance between downsizing and maintaining national security.
