In a striking display of defiance, China has recently dismissed accusations of engaging in malicious competition over AI governance. This rebuttal comes in the wake of warnings from prominent figures in the US AI industry, including Anthropic CEO Dario Amodei, who have advocated for a more cautious approach to AI development. However, Amodei’s proposal carries an underlying geopolitical subtext, aiming to prevent China from gaining an upper hand in the AI race.
China’s Stance on AI Governance and Cooperation
China’s foreign ministry spokesperson, Guo Jiakun, has vehemently opposed what the country perceives as threat narratives surrounding AI governance. Guo argues that such narratives only serve to disrupt the global process of AI governance and are not in anyone’s interest. Instead, he advocates for an open, inclusive, and beneficial approach to AI advancement that is oriented toward the greater good. This stance underscores the challenges of reaching a consensus between the world’s two leading AI powers.
Chang Jun Yan, an assistant professor with the military studies programme at Singapore’s S Rajaratnam School of International Studies, asserts that an agreement between the US and China to regulate AI development is next to impossible. He contends that, as a core national security interest for both states, cooperation in slowing down and safely managing AI progress is highly unlikely.
The US-China AI Rivalry: A Race for Technological Supremacy
Artificial intelligence has become the epicenter of the US-China rivalry, with both nations striving to gain a competitive edge in advanced technology. Despite US export bans on critical chips, Chinese AI innovation has been flourishing, driven by open-source technology and robust backing from Beijing. Chen has also warned of the dangers of hostile forces such as foreign intelligence, exploiting AI, and has called for international cooperation to address these challenges.
Signals of Understanding and Collaboration
Kenton Thibaut, a senior resident China fellow at the Atlantic Council, has noted strong signals that Washington and Beijing share an understanding of frontier risks in AI. Thibaut argues that China has technical reasons to collaborate with the US, as Chinese developers would benefit from seeing how their models are deployed outside China, enabling them to detect and understand vulnerabilities.
In a move to foster international cooperation, China established the World AI Cooperation Organisation in July, aiming to shape global AI governance. Furthermore, at the Brics summit in India, Xi proposed creating a community for open-source AI, highlighting China’s commitment to collaborative efforts in the field.
The Growing Calls for AI Regulation in the US
As concerns about the rapid pace of AI development mount, calls for regulation have grown louder in the US. Former Anthropic researcher Jacob Coxon has warned of the potential existential threats posed by unchecked AI progress. His stark warnings have been echoed by industry leaders, including Dario Amodei and OpenAI’s CEO Sam Altman, who have advocated for a slowdown and more stringent regulation.
Altman has emphasized the need for alignment and safety techniques to keep pace with advancements in model capabilities. This sentiment has been supported by Microsoft’s CEO Satya Nadella, who argues that AI development cannot be controlled by a handful of entities. However, US President Donald Trump has downplayed the risks, prioritizing the US’s lead over China in AI development, asserting that whoever wins AI, wins.
The competition between the US and China in the realm of AI is fierce, with both nations recognizing the high stakes involved. As Trump prepares to host Xi at the White House, AI is expected to be a key topic of discussion. The upcoming talks between US Treasury Secretary Scott Bessent and Chinese Vice-Premier He Lifeng further underscore the importance of AI in the US-China relationship.
Experts warn that if China establishes a durable lead in frontier AI, it will be viewed in Washington as losing a significant portion of the strategic infrastructure of the next industrial era.
